(:46) At a press conference Monday, New York City Mayor Bill DeBlasio and Police Commissioner Bill Bratton announced a change in regulations regarding the enforcement of marijuana laws.   Effective November 19th,  NYPD Officers may issue a summons rather than arrest for up to 25 grams of marijuana in open view, though persons smoking or “burning marijuana” in public are still subject to arrest. The fine for a summons is up to $100, at the court’s discretion, on the first offense and on a second offense within 3 years, up to $250.  A reporter asked New York Police Department Commissioner William Bratton if he is in favor of legalizing marijuana.
